JUSTICE RAVI RANJAN ORAL ORDER 23-11-2015 Heard learned counsel for the petitioner and the State. It is regretted that despite the application having been filed in the year 2009, a final decision could not be taken by the respondent-authority till date for grant of arms license to the petitioner. Learned counsel has submitted that the petitioner's father had become old and he is suffering from some ailments and as such he wants to transfer his D.B.B.L. gun in favour of the petitioner. However, without any rhyme and reason, the matter is being delayed.

Having regard to the facts and circumstances of this

Patna High Court CWJC No.1339 of 2014 (4) dt.23-11-2015 2/2 case, the same is being disposed of with a direction to the licensing authority to take a final decision in accordance with law within a period of six weeks from the date of receipt/production of a copy of this order taking into considering the Family Heirloom policy as well as the decision of this Court rendered in Manish Kumar and others vrs. The State of Bihar and others [2015(4)PLJR 212.
