The Petitioner seeks first and second time bound promotion to his late father since 01.04.1981 and 10.01.1984 who died in harness on 27.04.1994 from the post of Diary Dispatcher, Water Discharge Division, Jitwarpur, DistrictSamastipur. The Counter-Affidavit well explains the reason why the two time bound promotions had been denied to the father of the Petitioner since he had not passed the departmental accounts examination.

Hence, finding no merit in the application, the same is dismissed.
