====================================================== CORAM: HONOURABLE MR. JUSTICE AJIT KUMAR ORAL ORDER 11-09-2025 Heard Mr. Shubh Narain Singh, learned counsel for the petitioner, Mr. Bajrangi Lal, learned counsel for the University and learned counsel for the State.

2. The present writ petition has been filed for direction to the respondents concerned for payment of retirement benefits and other consequential benefits relating to compound interest of Group Insurance.

3. Learned counsel for the petitioner submits that the petitioner was appointed as Lecturer in the Department of

2/4 Political Science on 06.11.1979 by the competent authority and on the basis of the appointment letter issued, the petitioner had submitted his joining against the said post on same day in J.C. College, Hajipur under Bihar University, Muzaffarpur. It has next been submitted that the petitioner was promoted as Reader on 28.02.1992 and retired from the post of Reader on 31.12.2019. The petitioner was shifted from J.C. College Hajipur to D.A.V. P.G. College, Siwan on 30.03.1990, under the same University. Now, D.A.V. P.G. College, Siwan under the Jai Prakash university, Chapra. The petitioner has filed several representations before the respondent with regard to payment of group insurance with compound interest @ 12 1⁄2 %, amounting to Rs. 2,79,004/-.

Petitioner has appended various orders of this Court, wherein the Coordinate Bench including this Court has directed the Registrar of the University to take final decision in the matters where such retiral benefits, mentioned by the petitioner in the relief portion, has not been extended in his favour.

5. In order to buttress, the petitioner at this stage, submits that his case may also be directed to be considered in light of the orders passed in CWJC No. 16318 of 2008, vide

3/4 order dated 23.12.2014, CWJC No. 11955 of 2022, vide order dated 10.05.2023 and CWJC No. 11135 of 2024 vide order dated 22.10.2024, in which the Coordinate Bench of this Hon'ble Court has directed the respondents authorities to take steps by deciding the case of the petitioner in the light of the Judgment rendered in Professor Surendra Bahadur Singh Vrs. State of Bihar and analogous cases, reported in 2006(4) PLJR 369.

6. Learned counsel for the University endorses the submission of the learned counsel for the petitioner and submits that his case may also be directed to be considered strictly in consonance with the orders passed by the aforesaid Co-ordinate Benches of this Court as discussed above.

7. Accordingly, the petitioner is directed to file a representation along with the orders of Co-ordinate Benches as discussed above, before the respondents concerned within a period of two weeks from the date of passing of this order.

8. If such representation is filed by the petitioner before the Respondent concerned, the same shall be considered within a period of eight weeks from the date of submission of the representation and the benefits so accruing to the petitioner be extended to him within a further period of four weeks from

4/4 the date of such decision taken in this regard.

9. The present writ application stands disposed of in terms thereof.
