The application of the petitioner for grant of Arms license under Family Heirloom Policy is pending before the District Magistrate, Saharsa since 2020.

Any application filed by a citizen cannot be kept pending indefinitely by the authority concerned. 4.

In these circumstances, the District Magistrate, Saharsa is directed to consider the application of the

Patna High Court CWJC No.5832 of 2024(2) dt.08-04-2024 2/2 petitioner and dispose of the same in accordance with law within four months from the date of receipt/production of a copy of this order. While deciding the application of the petitioner, the District Magistrate will consider the decision rendered in the case of Mukesh Kumar Singh vs. State of Bihar and Ors. reported in 2019 SCC OnLine Pat.3352.

Since the petitioner has already submitted the application under the Family Heirloom Policy, he may submit a training certificate additionally so that his application is considered and not rejected on this account. (Sandeep Kumar, J) pawan/- U
