The petitioner has approached the authority for grant of Arms license in the year 2013. It appears from Annexure-1 that the application of the petitioner is still pending for want of recommendation on his application for Arms license from S.P. Purnea.

Arms license is regulated by the statutory provision. A citizen cannot be made to suffer because of the indifference attitude of the authority. If the Superintendent of Police was required to submit report it was his duty to submit report within

Patna High Court CWJC No.8170 of 2019(2) dt.17-04-2019 2/2 a reasonable time, reluctance on the part of the Superintendent of Police is no ground to linger the matters for five years. In the peculiar facts, the District Magistrate, Purnea is directed to take appropriate decision on the claim of the petitioner for grant of gun license, he is required to direct the Superintendent of Police to provide necessary report within a period of 30 days from the date of receipt/production of a copy of this order thereafter within further period of 30 days he is supposd to take appropriate decision on the grant of gun license. With the aforesaid, the writ petition stands disposed of.
