JUSTICE KISHORE KUMAR MANDAL ORAL JUDGMENT Date: 28-09-2016 Upon hearing Mr. Surendra Kumar Singh in support of the writ application, the counsel for the State as also Mr. Amresh Kumar Sinha, who has filed the intervention application, prima facie, it appears that requirement for changing the name of Gram Panchayat is only with the consultation of the Aam Sabha of the Gram Panchayat. Annexure-A is the resolution of the Aam Sabha of the concerned Gram Panchayat for change in the name of the Gram Panchayat. The authority has recommended to the respondent District Magistrate, who is the competent authority under the Bihar Panchayat Raj Act, for effecting the change in the name of the Gram Panchayat.

The writ application is disposed of permitted the petitioner to ventilate his grievance before the respondent District Magistrate or the competent authority.
