Learned counsel for the petitioner makes a prayer for disposal of the writ petition granting liberty to the petitioner to file fresh representation before the competent authority i.e. respondent no. 3.

Accordingly, the writ petition stands disposed of with liberty, as indicated above.

It is also observed that respondent no. 3 may consider the representation filed by the petitioner and pass a reasoned order within a period of ten weeks from the date of filing of representation.
