JUSTICE RAVI RANJAN ORAL ORDER 05-09-2016 After some argument, learned counsel for the petitioner seeks leave to withdraw this application to surrender before the court below and seek regular bail. Accordingly, this application is dismissed as withdrawn with the aforesaid liberty granted to him. However, it is made clear that the petitioner would be at liberty to raise all the issues which would be available to him at the time of seeking regular bail including the observation of the Sessions Judge that seizure was made on 28.03.2012 and papers were put up before the Chief Judicial Magistrate on 05.02.2013 which was required to be put up within 24 hours.
