In this case, the petitioner is seeking appointment on compassionate ground.
It appears from the record that the mother of the petitioner has died in the year 2004, but the petitioner has filed the representation for compassionate appointment after a lapse of more than 9 years i.e. in the year 2013. Such representation cannot be entertained. Hence, this writ application is dismissed on the ground of delay and laches.
