In this case, the petitioner is making prayer for his appointment as Constable against Advertisement No. 1 of 2004 on the ground that he qualified in the physical test, but he has wrongly been deprived of the aforesaid post.
As this matter is of the year 2004 and now we are in 2016, after lapse of long period, this Court does not feel inclined to exercise the jurisdiction in favour of the petitioner. Accordingly, this writ petition is dismissed on the
Patna High Court CWJC No.14602 of 2013 (2) dt.17-11-2016 2/2 ground of delay and laches.
