====================================================== CORAM: HONOURABLE MR. JUSTICE ALOK KUMAR SINHA ORAL ORDER 24-06-2025 Heard learned counsel for the petitioner and learned counsel appearing on behalf of the State.

2. Considering the nature of prayer being made by the petitioner, with the consent of both the parties this writ application is being disposed of at this stage.

3. Learned counsel appearing for the petitioner submits that for the relief as claimed in the present writ application, the petitioner has already filed a representation before the Additional Chief Secretary-cum-Principal Secretary, Department of Panchayati Raj, Govt. of Bihar, Patna, a copy of

Patna High Court CWJC No.7212 of 2025(2) dt.24-06-2025 2/3 which has also been given to the District Magistrate, Lakhisarai which continues to be pending till date. Learned counsel for the petitioner further submits that he would be satisfied if a proper direction could be issued by this Court to the District Magistrate, Lakhisarai, (respondent No.3) to dispose of the representation on merit after giving an opportunity of hearing to the petitioner, by passing a reasoned and speaking order.

4. Learned counsel appearing for the State does not have any objection to this prayer being made by the petitioner.

5. Considering the limited nature of prayer being made by learned counsel for the petitioner, this writ application is disposed of directing the District Magistrate, Lakhisarai (respondent No.3) to dispose of the representations filed by the petitioner (Annexure-P/4 and Annexure-6/1). The petitioner also have the opportunity of supplementing the already pending representation by filing supplementary representation, which must be done within one week from the date of passing of this order.

6. After the supplementary representation has been filed by the petitioner along with a copy of this order, the District Magistrate, Lakhisarai is directed to give an opportunity

Patna High Court CWJC No.7212 of 2025(2) dt.24-06-2025 3/3 of hearing to the petitioner and thereafter dispose of all the representations on merit, as per the guidelines of the State Government by passing a reasoned and speaking order.

7. The entire exercise must be completed by the District Magistrate, Lakhisarai, within two months from the date of filing of the supplementary representation by the petitioner.

8. With the aforesaid observation and direction, the present writ application is disposed of.

9. All pending interlocutory applications shall automatically stands disposed of.
