23-02-2015 At the very outset, Sri Prabhat Kumar Singh, learned Standing Counsel - 12 submits that the issue involved in the present writ petition has already been set at rest by a Division Bench, vide order passed in L.P.A. No. 904 of 1999. The submission made by learned counsel for the State was not disputed by the learned counsel for the petitioner.

Accordingly, there is no need to pass any positive order.
