In the present case, learned counsel for the petitioner submits that the petitioner wants to shift from the State of Jharkhand to the State of Bihar and has drawn the attention of this Court towards the recommendation made by the authority of the State Government of Jharkhand.

Learned counsel for the State submits that mere recommendation of the authority of State of Jharkhand is of no help to the petitioner and he must approach to the appropriate authority, which will take decision in the matter. In that view of the matter, the petitioner may approach the appropriate authority for redressal of his
