14-07-2017 Heard the petitioner in person. The court appreciates his public spirited drive even at the age of 90 years if it was not for his vigor and vitality shown in the litigation many a things would not have been taken by the

Patna High Court MJC No.325 of 2015 (6) dt.14-07-2017 Department. A direction was issued by the court way back in C.W.J.C. No. 10081/2005 where the order was passed on 09.12.2011.

After having heard learned Additional Advocate General-VI as well as the Secretary, Animal and Fish Resources Department, Government of Bihar, Patna who has appeared in person in terms of the direction of the court. The court is satisfied that it is not a case of complete violation or deliberate ignoring of the order of the court for which this contempt application has been filed. Steps have been taken in the last six months also which may not be adequate or enough but then the entire mechanism cannot be put in place in one go, and one should keep in mind the resources and the availability of infrastructure in this regard.

The contempt application, therefore, stands disposed of.

Liberty is given to the petitioner that if there are serious omission or infirmity have noticed in the implementation, he is free to point out to the Secretary, Animal and Fish Resources Department, Government of Bihar, Patna, who has assured the court that she will give
