JUSTICE VIKASH JAIN) Date : 10-09-2021 Heard learned counsel for the petitioner and learned counsel for the Patna High Court through video conference. Learned counsel for the petitioner has filed an undertaking that all defects pointed out by the stamp reporter shall be removed, and compliance with the conditions of the notices of this Court with regard to acceptance of e-filing shall be made, without delay immediately upon resumption of normal physical functioning of the Court, and in any event within one month thereof.

2. The following reliefs as formulated by the petitioner

Patna High Court CWJC No.11496 of 2021 dt.10-09-2021 2/3 have been claimed in the writ petition - "(i) For an appropriate writ/order/ direction to the Respondents to revaluate the answer sheets of theory Papers-Ist and IInd of the petitioner who has appeared in the Main Examination of District Judge (Entry Level) Direct from the Bar Exam-2016, which was held on 08.10.2017 from any legal expert of recognized Law University like Patna University/Chanakya Law University and Magadh university. 9102932322 (ii) For an appropriate writ/order/direction commanding the Respondents to take proper steps for revaluation of answer sheet of theory Paper I & II of District Judge (Entry Level) Direct from Bar Exam-2016, from recognized Law University by legal expert. (iii) For any other relief/reliefs) to which the petitioner is entitled to be granted."

At the very outset, this Court takes note that the petitioner has approached this Court after an inordinate delay in the year 2021 in respect of the main examination of District Judge (Entry Level) Direct from Bar Examination, 2016 held on 08.10.2017. The reasons for delay have rather vaguely been stated in paragraph-16 of the petition to the effect that delay was caused on the part of earlier counsel and the intervening pandemic. No specific details in this regard have, however, been mentioned whatsoever.

4. Learned counsel for the Patna High Court appears and states that the appointments pursuant to the said examination have

5. Having regard to the above fact situation, this Court is not inclined to enter into the merits of the matter on account of delay and laches on the part of the petitioner. This Court is not satisfied with regard to the reasons for delay as stated in the petition.

6. The writ petition, accordingly, stands dismissed.

7. Office shall follow-up to ensure that all defects are removed and compliance with the notices of this Court are made by the petitioner within the stipulated time provided in para-1 hereinabove, failing which the matter shall be brought to the notice of this Court.
