The petitioner is apprehending his arrest in a case registered for the offences punishable under Section 409 of the Indian Penal Code.

The petitioner was Panchayat Secretary and allegation is that he did not deposit the papers of the teachers appointed on contract to the authority.

Submission of the petitioner is that the concerned documents have already been deposited and if the allegation is assumed to be correct this may be a case of insubordination and no criminal offence is made out against the petitioner. Let, the petitioner, above named, in the event of his
