Let the Registrar of the university communicate to the petitioner with regard to his status and his right for a certification with regard to the Ph.D., which he had done under the university, keeping in mind the communication of the Additional Secretary of the Department of Education, Government of Bihar, Patna, contained in Annexure-C, dated 30.06.2015. Such a communication must be made within a period of 10 weeks from the date of communication / production of a copy of this order.
