The petitioner has a grievance that his land has been forcibly used by the Panchayat Samiti, Hetanpur Panchayat, in the District of Samastipur, for the purpose of construction of a road. Making allegation of this nature, the petitioner is said to have approached the Circle Officer, Patory, Samastipur, by making a representation, which has been brought on record by way of of Annexure-2 to this writ application.
Patna High Court CWJC No.8119 of 2019(2) dt.24-04-2019 2/2 On perusal of the said representation, I find that the petitioner has alleged that his son was forced to put his signature on certain papers.
There is no averment made in the writ application as to when the road was constructed.
Keeping in mind the nature of dispute, which the petitioner wants to raise in this writ application, the same cannot be entertained. However, the petitioner shall be at liberty to invoke the provisions of the Bihar Right to Public Grievance Redressal Act, 2015 for redressal of this grievance. This application stands disposed of with the aforesaid observation.
