In counter affidavit, it has been explained that the death of the father of the petitioner had taken place way back on 20.06.1996, and therefore, this writ application filed on 28.08.2008, after more than 12 years of the death of his father, is fit to be dismissed on the ground of delay and laches. The Respondents have also asserted that the petitioner did not possess the qualification and fulfils eligibility conditions for his

3. Let it be noted that copy of such counter affidavit has been served on the learned counsel for the petitioner on 08.07.2010, but none of the facts mentioned therein has been replied much less controverted by the petitioner till date.
