Petitioner became a victim of bifurcation of the State of Bihar into two States.

The advertisement was initially made keeping in mind the total vacancy position of the undivided Bihar. After creation of Jharkhand on 15th of November, 2000 only 2/3 vacancy remained in the State of Bihar. The other 1/3 was surrendered to the State of Jharkhand.
