Petitioner seeks quashing of the order dated 19.7.1999 (Annexure 4) by which his licence granted for retailership and agreement executed for running a PDS shop both have been cancelled. By way of punitive action petitioner filed Misc. Appeal No. 508/99 before the Collector, Samastipur, but that was also dismissed vide Annexure 6 dated 7.11.2000 / 30.1.2001. Against the aforesaid orders passed in the year 1999 and 2000-2001 the petitioner has filed this writ petition after a delay of about 15 years. There is no statement at all explaining such a long

Thus, since this writ application suffers from deliberate laches and delay and the petitioner is now trying to pursue a stale matter, in my view that cannot be permitted.
