JUSTICE VIKASH JAIN ORAL JUDGMENT Date: 24-07-2018 The present writ petition has been filed for the following reliefs - (i) For issuance of appropriate writ/order or direction commanding the respondent no. 6 and 7 to refund Rs. 16,796/- and Rs. 11,858/- total Rs. 28,658/-deposited by the petitioner for supply of foodstuff under Antyoday and

B.P.L. Scheme and the foodstuff were not supplied to the petitioner, who is dealer under PDS in Nayagaon East Gram Panchayat, Block Dumri Katsari in the District of Sheohar.

(ii) For issuance of appropriate writ/order or direction commanding the respondents to pay appropriate compensation amount to the petitioner as his licence under PSD was cancelled due to fault of the respondent no. 6 and 7 and his said licence was restored by the Collector, Sheohar by order issued under Memo No. 31 dated 07.02.2014 in appeal filed by the petitioner.

(iii) For any other relief or reliefs for which the petitioner is found entitled in the opinion of this Hon'ble Court.

2. At the very outset this Court takes note that the petitioner straight away approached this Court without approaching the concerned authorities for redressal of his grievances.

3. Having regard to the nature of the grievances and the stand of the petitioner, the present writ petition is disposed of with liberty to approach the District Manager-cum-Assistant Accounts Officer, Bihar

State Food and Civil Supplies Corporation Ltd., Sheohar (Respondent No. 6) with a representation for redressal of his grievances. If any such representation is filed within a period of three weeks from today, the same shall be considered and disposed of expeditiously and preferably within a further period of six weeks thereafter in accordance with law.
