JUSTICE CHAKRADHARI SHARAN SINGH ORAL ORDER 03-05-2019 An order, passed by the Deputy Collector Land Reforms, Purnea, dated 24.03.2015, in BLDR Case No. 224 of 2013-14, is being assailed in the present writ application. There is absolutely no explanation for delay of more than four years, in filing this writ application, after passing of the impugned order. The writ application has been registered on 20.04.2019. It is no in dispute that the petitioner had remedy of appeal/revision against the order impugned, which he did not avail.

Learned counsel appearing on behalf of the petitioner has submitted that disputed questions of title and possession can
