2. Learned counsel for the respondent, on the other hand, relies on the counter affidavit to submit that the Vision Document was a draft proposal which was revised/amended by the State Government.

The Vision Document 2015 was earlier approved by the council of Ministers on 30.05.2007 and formally approved in the Cabinet Meeting on 18th November 2008, pursuant to which sanction order was issued on 05.12.2008. It is submitted that the decision of the State Government has been implemented and became applicable from the date of issuance of the order in terms of the impugned letter.

3. In the above view of the matter and considering the

Patna High Court CWJC No.11007 of 2012 dt.16-05-2016 fact that the impugned letter implements a policy decision of the State Government, this Court is not inclined to interfere in the matter. The writ petition stands dismissed.
