JUSTICE AJAY KUMAR TRIPATHI ORAL JUDGMENT Date: 17-03-2016 Keeping in view the amendment brought about in the Bihar Panchayat Elementary Teachers (Employment and Service Conditions) (Amendment) Rules 2015, especially clause (iv) of amended rule 15 (b), the impugned order contained in Annexure- 4, dated 28.2.2014 may not take effect. However, the obligation of the petitioner to pass the Teachers Eligibility Test by availing the third opportunity surely remains.

Writ is allowed in terms of the above.
