In view of the above, the writ petition is disposed of with direction to the Director (Administration), respondent No. 4 to take appropriate final decision on the basis of the report submitted by the Committee constituted by the Director, Administration at the earliest preferably within a period of three months from the date of receipt/production of a copy of this order.

With the aforesaid, the writ petition stands disposed of.
