Taking into consideration the stand of the State and the concerning notification, contained in Annexure-B to the counter affidavit, by no interpretation these petitioners can be given benefit of officiating even as Incharge of any school. In fact, this Court has expressed its opinion in a very clear and categorical term that no Panchayat Teacher should be given any responsibility of any school even in officiating basis.

2. Writ application is dismissed.
