Since the petitioner has slept over his right and the matter relates to more than a decade and a half ago, the difficulties expressed by the respondent authorities in the counter affidavit are bona-fide and genuine. The Court treats non-assertion of such right at the relevant point of time by the petitioner as an act of acquiescence, if not inordinate delay. Therefore, the Court may not exercise its discretion due to the conduct of the petitioner, in question.
Writ application, therefore, is dismissed.
