JUSTICE DINESH KUMAR SINGH ORAL JUDGMENT (Per: HONOURABLE THE ACTING CHIEF JUSTICE) Date: 21-12-2016 The petitioner has sought a direction to the State Government to grant Public Distribution Shop licences in the District of Vailashi since the population has increased over one thousand which is the norm in terms of the Public Distribution System (Control) Order, 2001.

We find that the norms are the broad guidelines which are to be kept in view by the State Government while granting licences. Such guidelines are not mandatory which mandates the State Government to grant licence in all the areas if the population crosses

We do not find that any direction is warranted in the present writ application. Dismissed.
