The ground for rejection of the application of the petitioner by the District Teachers Appointment Appellant Authority is not required to be interfered with for the simple reason that the recruitment relates to the year 2008. The explanation offered by her for moving the tribunal in the year 2013 is not adequate enough to condone the delay caused in moving the authority. Even otherwise, since the rules have undergone a change, no teacher can be appointed even in the Panchayat without
