1. The present writ petition has been filed seeking the following relief(s):- "1.(i) For issuance of writ in the nature of Mandamus for directing and commanding the responsible respondent authorities to give the salary to the petitioners and similarly situated persons from the date of their initial joining, who have been working on contractual basis as Gramin Awas Sahayak, Gramin Awas Supervisor Accountant (Gramin Awas) in different offices of Department of Rural Development as well as various departments under the State Government of Bihar in accordance with the Resolution dated 18.07.2007 contained in memo no. 2401 issued by
16/19 the Secretary to the Government of Bihar, whereby and where under a clear and categorical guidelines and principle have been laid down with respect to the payment schedule to be given to the employees, who are working on contractual basis in different departments under the State Government of Bihar.
(ii) For issuance of writ in the nature of Mandamus for directing and commanding the responsible respondent authorities to give the salary of the petitioners in pursuance of letter dated 09.03.2018 contained in memo no 6059 issued by the Deputy Secretary Finance Department, Government of Bihar, addressed to Sri Amur Subhani, Principal Secretary-cumMember Secretary, High Level Committee, General Administration Department, Government of Bihar, Patna as well as Mission Director, Bihar Administrative Reforms Mission Society, Bihar, Patna, whereby and where under a clear cut guidelines / opinion has been given to provide salary to them at least Rs 29,211/- per month including N.P.S., which has already been approved by the Finance Department, Government of Bihar, Patna.
(iii) For issuance of writ in the nature of Mandamus for directing and commanding the responsible respondent authorities to confirm the services of the petitioners and similarly situated persons, who have been working on contractual
17/19 basis as Gramin Awas Sahayak, Gramin Awas Supervisor, Accountant (Gramin Awas) in different offices of Department of Rural Development as well as various departments under the State Government of Bihar in pursuance of Resolution dated 17.09.2018 contained in memo no 12534, whereby and where under by the order of the Hon'ble Governor of Bihar with the recommendation of the High Level Committee, the Under Secretary, General Administration Department, Government of Bihar, has issued the said resolution that the age of superannuation ought to be 60 years in the interest of justice so that after employment in the State Government of Bihar, on contractual basis, their services may be confirmed till the attaining the age of 60 years, which is the age of superannuation for most of the Government services.
(iv) For issuance of writ in the nature of Mandamus or any other appropriate writ/writs for commanding and directing the appropriate responsible respondent authorities to consider and observe these petitioners for the post of Gram Panchayat Secretary/Panchayat Secretary, Gram Panchayat Supervisor and Block Nazir respectively due to huge number of vacant posts of Gram Panchayat Secretary, Gram Panchayat Supervisor and Block Nazir under the Different Panchayats of the State Government of Bihar in pursuance to several directions and notifications
18/19 as well as letters time to time issued by the competent authorities concerned during the passage of urma and the same is quite evident from the aforesaid several letters and notifications issued by the responsible respondent authorities, in which, it has clearly been mentioned that due to shortage of aforesaid posts huge number of Gramin Awas Sahayak, Gramin Awas Supervisor and Accountant (Gramin Awas) have successfully been doing the job of Gram Panchayat Secretaries, Gram Panchayat Supervisor and Block Nazir respectively.
For issuance of writ in the nature of Mandamus for directing and commanding the responsible respondent authorities to comply with the office order dated 18.03.2019 contained in Memo No.
18/2015- 433/RA/S issued by the special work officer by the order of Principal Secretary of Governor of Bihar, Governor Secretariat, Bihar, Raj Bhawan, Patna, whereby and where under special leave for two days has been guaranteed to the ladies employee working on contractual basis also as permanent ladies employee in pursuance of Resolution dated 27.02.1991 contained in Memo No. 10/1018/89/ का0/46 in the interest of justice."
2. At the outset, the learned counsel for the petitioners seeks liberty on behalf of the petitioners to approach the
19/19 respondent-authorities for redressal of their subsisting grievances, if any. Liberty so sought is granted.
