JUSTICE ASHWANI KUMAR SINGH ORAL JUDGMENT Date: 10-03-2017 The petitioner, an Assistant Technical Supervisor, retired on attaining the age of superannuation in February, 1993 from Rajendra Agriculture University, Bihar, Pusa, Samastipur. All his retiral dues have already been paid. The instant writ application has been filed on 14th May, 2014 i.e. after more than two decades for grant of regular scale of post which he was holding before retirement on the basis of 'same work same pay' with penal interest.

In the opinion of this Court, there is no explanation for the inordinate delay in approaching the Court for the relief sought in the present writ application as such this writ application is fit to be dismissed on the principle of delay and laches alone. Accordingly, it is dismissed.
