For direction upon the respondent authorities of the State of Bihar to conduct an enquiry into the matter of grave illegality being committed in the selection of Anganbari Sevika and Sahayika, in Anganbari Center-

2. A counter affidavit has been filed on behalf of the Respondent Nos.1 to 5. The following statements have been made in paragraphs 8 and 10 thereof :- " 8. That the averment and assertion made in Para-4 of the writ petition is wrong and denied. Fact is that Mapping Register has been prepared after proper verification of persons of Ward No.15.

10. That the averment and assertion made in Para-6 of the writ petition, it is submitted that it is a well settled rule that during the process of selection there cannot be any change in criteria. On this score averment made by petitioner in this para cannot be justified and not maintainable."

3. Upon perusal of the statements made in the counter affidavit, it is evident that the process in question has been undertaken in accordance with the prescribed procedure. We,
