The petitioner, an elected Mukhiya of Gram Panchayat, Dhanoja, Block-Phulparas, District- Madhubani, being custodian of public interest at the grassroots level under the Bihar Panchayati Raj Act, 2006 has approached this Court and draw attention of this Court to various irregularities and disobedience being committed at the hands of the present Panchayat Secretary as well as the other public servants.
3. It is the contention of the learned Advocate for the
Patna High Court CWJC No.6205 of 2026 dt.16-06-2026 2/3 petitioner, Ms. Roona that despite repeated representation and bringing on record all the facts of disobedience and noncompliance of any direction of the present petitioner-Mukhiya, besides highhandedness in the implementation of the welfare policies framed by the Government of Bihar before all the authorities concerned, till date, no action has been taken, due to which the smooth functioning of the public related work is completely compromised and jeopardized. It is further contended that before approaching this Court, the petitioner has also filed various representations before the District Magistrate as well as the Secretary, Panchayati Raj Department, Government of Bihar, but to no avail. Hence the present writ petition.

Having considered the limited grievance of the petitioner and taking note of the fact that despite the entire facts having been brought to the knowledge of the Secretary, Panchayati Raj Department, Government of Bihar, who would be the disciplinary authority of the Panchayat Secretary as well as the other government employees of the Panchayat, no action has been taken; this Court thinks it apt and proper to dispose off the writ petition with a direction to the Secretary, Panchayati Raj Department, Government of Bihar, Patna to look into the
Patna High Court CWJC No.6205 of 2026 dt.16-06-2026 3/3 representation of the petitioner dated 06.01.2026, the copy of which has been placed on record as Annexure-P/5 series and take appropriate action in the matter, if required, after following the principle of natural justice, preferably within a period of six weeks, from today
