JUSTICE SAMARENDRA PRATAP SINGH ORAL ORDER 20-08-2016 The petitioner was initially appointed in Work Charge Establishment vide Executive Engineer, Tirhut Canal Division No. 1, Muzaffarpur letter, dated 18.09.1972. His services was regularized w.e.f. 22.10.1984. He was granted 1st ACP w.e.f. 01.01.1996 in the pay-scale of Rs.2650-4000 and 2nd ACP w.e.f. 09.08.1999 in pay-scale of Rs.2750-4000. Later on, his pay was fixed in the Pay Band of Rs.5200-20200 with Grade Pay of Rs.1800 w.e.f. 01.01.2006. In para 6 it is stated that the petitioner retired on 31.12.2012 and is being paid his final pension. It is also stated that final gratuity amount has also been paid to him. In case if any retiral dues still remained unpaid, the
