Respondents have filed counter affidavit. It is submitted that 194 Assistant Sub Inspectors (Operational) are above the petitioner in the seniority list and that none below the petitioner has been promoted as Sub Inspector (Operational). It

Patna High Court CWJC No.13804 of 2014(2) dt.23-07-2019 2/2 is the stand of the respondents that when vacancy occurs and the bar on DPC imposed by letter dated 12.8.2014 issued by General Administration Department is withdrawn the petitioner's claim can be considered subject to his eligibility by DPC.
