There are certain procedural and policy issues, which are required to be clarified at the higher level as well. A reflection of the above is evident from reading of Annexure- A, which is the decision of the committee dated 16.1.2012.

However, it is made clear that it will be in the interest of things to expedite the matter keeping in mind the further decision, which has been taken in terms of Annexure- B, dated 29.6.2013.
