2. At the very outset, learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the respondent authorities for redressal of his grievance, Liberty, so sought, is granted.

3. The petitioner is directed to file a detailed representation before the respondent no. 4 (the Vice Chancellor, T.M. Bhagalpur University Bhagalpur) along with all supporting documents within a period of four weeks and the respondent no.
