Versus
1. The State Of Bihar through the Chief Secretary, Govt. of Bihar, Patna.
2. The District Magistrate, Gopalganj.
3. Block Development Officer, Block-Panchdevri, Distt.-Gopalganj. .... .... Respondent/s ====================================================== Appearance :
For the Petitioner/s : Mr. Sanjay Kumar Pandey 5 For the Respondent/s : Mr. Arvind Ujjwal(Sc11) ====================================================== CORAM: HONOURABLE MR. JUSTICE MOHIT KUMAR SHAH ORAL ORDER 27-06-2018 The petitioner by way of the present writ petition has prayed for regularization and/or selection/appointment on the post of driver in the office of Respondent no. 3 on the ground that he had worked in the office of Block Development Officer, Panchdeori, Gopalganj as a jeep driver in between the period of 16.02.2001 to 28.12.2002.
I have gone through the records and I find that firstly the claim of the petitioner is based on the ground that he had worked for certain period in the aforesaid office, which in any view of the matter can not create any right as far as the petitioner is concerned, for the purposes of appointment, as sought for in the present writ petition and secondly petitioner has approached this Court belatedly after a lapse of eight years, hence, the writ petition is barred by delay and laches.
Patna High Court CWJC No.20299 of 2010 (3) dt.27-06-2018 2/2 For the reasons mentioned herein above there is no merit in the present writ petition, accordingly, the same is dismissed.
