At the outset, the learned counsel for the petitioner submits that only on account of the impugned order dated 12.03.2013, whereby and where under the petitioner had been inflicted punishment of stoppage of one annual increment, his case of promotion was not considered by the respondents, hence they be directed to consider the case of the petitioner for grant of promotion in view of the fact that the effect of the aforesaid punishment order dated 12.03.2013 has already stood exhausted. The learned counsel for the respondent-State submits that in case the case of the petitioner for grant of promotion has not been considered till date, the same shall definitely be considered, forthwith.
