Petitioner's counsel submits that he has been working as Anchal Amin in Singhia Anchal in the district of Samastipur since 1987.

During the pendency of writ petition, appointment has been done for the circle in question pursuant to advertisement in the year 2012.

He, however, submits that posts are still vacant and there are sufficient works.

Without expressing any opinion on the merits of such
