The present writ petition has been filed seeking the following relief:- "1. That, this is an application for issuance of a writ in the nature of Mandamus directing the respondents to pay arrear of salary as well as amount of earned leave to the petitioner with interest without further delay."

At the outset, the learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the respondent authorities for
