20-08-2015 Heard learned counsel for the petitioner and learned counsel for the Accountant General, Bihar.
The petitioner, who admittedly retired long back on 31-03-2000, had approached this Court by filing the present writ petition in the year 2008, with a prayer to grant 2nd time bound promotion.
No plausible explanation has been given for approaching this Court at such belated stage, save and except, the petitioner has stated that he has represented before the authority concerned.
The writ petition stands dismissed.
