2. The matter at issue is the claim of the petitioner for his appointment on the post of constable/sepoy on the basis of the selection process started by Advertisement No. 01 of 2004.

3. Evidently, selection process was started in the year 2004 and this stood concluded long long ago and the present writ petition has been filed in the year 2014.

4. The selection process initiated in the year 2004 cannot be directed to be kept pending for an unending period. The present writ petition suffers from delay, laches and negligence on the part of the petitioner in approaching this Court after ten long years.

5. For the reasons recorded above, this writ petition has to fail and is, accordingly, dismissed.
