4. In view of the above, this application is dismissed with liberty to the petitioner to file a fresh application before the appropriate authority for redressal of his grievances.

5. If such an application is filed, the authority concerned is duty bound to consider the same and pass a reasoned order in accordance with law within four weeks from the date of filing of the representation.
