The Vice-Chancellor, B. N. Mandal University, Laloo Nagar, Madhepura appears in person and tenders unqualified apology, but there cannot be any argument on the fact that for almost four years the directive of the Court had not been carried out. If the university has faced certain difficulty in implementing the order,
Patna High Court MJC No.4275 of 2014 dt.14-09-2016 2/2 they could have very well approached the Court for extending the time-frame fixed by it in the writ application. But procrastination of such issue and reacting only when the matter takes a serious turn is not the answer in compliance of judicial orders. Assurance is given on behalf of the Vice-Chancellor that due care and urgency will be shown in future in matters of judicial orders. It is only hoped and expected that the assurance will be kept in mind in future litigations.
Contempt application stands disposed off.
If any discrepancy emerges in the payment and the accounting, petitioners are free to approach the Registrar of the university, who has an obligation to verify such grievance, if raised. The presence of the Vice-Chancellor stands dispensed with in view of the above.
