2. The present writ petition has been filed for the following relief(s) :

".................... for issuance of writ in the nature of certiorari or any other appropriate writ/rule for quashing Memo No. 5114 dated 16.12.2023 converting of the Kahtiyan purchased land of the petitioner to the Panchayati Raj Department, Bihar, Patna for construction of Panchayat Sarkar Bhawan

Patna High Court CWJC No.6950 of 2025(4) dt.19-11-2025 2/3 at village Karmegh (Karmegh West Panchayat) in most illegal and arbitrary manner, without examining right, title, and interest, of the petitioner and or without giving any notice to the petitioner, who has been coming under the peaceful possession of the land in question since 01.12.1944 for which the Jamabandi was created in the Government register in the name of Kishun Raut (Yadav) and Banthu Raut (Yadav) who had been paying rent continuously to the Government of Bihar and has been coming under his peaceful cultivating possession bearing Khata No. 1285 Survey Plot No. 16081 and 16082, Area 1 Bigha-16 Katha-0 Dhur out of which area 0 Bigha -4 Katha-16 Dhur from Survey Plot No. 16081 and area 2 Bigha-5 Katha-15 Dhur from Survey Plot No. 16082 has been taken away without verifying the right, title, and interest, of the petitioner in most illegal and arbitrary manner, and therefore, the respondent authorities may be restrained from constructing Panchayat Sarkar Bhawan, over the land of the petitioner.

3. Without going into the merits or demerits of this case, the present Writ Petition is disposed of at the stage of admission with the consent of both the counsels.

4. Having regard to the fact that the petitioner has

Patna High Court CWJC No.6950 of 2025(4) dt.19-11-2025 3/3 already approached the Respondent No. 6 by way of representation, dated 28.02.2005, ventilating his grievance.

5. The present Writ Petition is disposed of directing Respondent No. 6 to consider the said representation and pass necessary orders strictly in accordance with law. The authority before passing any orders shall put the parties on notice and give them opportunity of hearing. The authorities shall endeavour to dispose of the said representation as expeditiously as possible, preferably within a period of six weeks from the date of receipt of a copy of this order. Any orders passed shall be communicated to the parties.

6. With the above directions, the Writ Petition stands disposed of.
