JUSTICE AJAY KUMAR TRIPATHI ORAL JUDGMENT Date: 07-04-2016 It is a totally unacceptable position that an institution will have to come to the Court to seek a direction and only then the decision making authority will take a decision with regard to recognition of A.N.M. training institution.

It is evident from Annexure-2, dated 24.04.2015 that an enquiry report dated 27.05.2015 has been submitted to the Directorin-Chief, Health Services, Government of Bihar. He does not take one year to take a call on such a report with regard to recognition. The Court, therefore, directs the Principal Secretary, Health, Government of Bihar to look into the matter and ensure that a decision with regard to recognition keeping in mind the enquiry report is taken within a period of six weeks from the date of production of a

Writ application stands disposed of with above direction. Before parting, the Court would like to record that there is something amiss at the level of the Director-in-Chief, Health Services, Government of Bihar because large number of writ applications keep coming to the Court for similar kind of relief. Why there is delay in decision making is required to be looked into by the Principal Secretary, Department of Health, Government of Bihar and tone up the administration.
