State of Bihar, which is CWJC No.4734 of 2014, decided on 22.4.2015. This Court is not inclined to expand the ambit of the adjudication so made by the learned Single Judge by reading something more into the said order or by bringing into the zone of consideration even a non-governmental institution functioning in the State of Bihar. A copy of the order passed in CWJC No. 4734 of 2014 is placed on record.
