2. The petitioner's bid was earlier rejected by the Technical Evaluation Committee. On a representation made by him, the Chief Engineer found that the case of the petitioner needed a re-look and that he should be held to be technically responsive. Nonetheless, that decision was subject to confirmation by a superior authority/Engineer-in-Chief. Later, a Three Member Committee was constituted to look into the entire matter and ultimately, vide decision contained in Memo No. 407 dated 25.04.2025, the decision of the Chief Engineer stood confirmed.
